Philadelphia is fortunate to have one of the country's most comprehensive mass transit systems in the form of the Southeastern Pennsylvania Transportation Authority (SEPTA), the nation's fourth-largest transit system. Its bus, rapid transit and regional rail services provide a high degree of accessibility and mobility to the entire Pennsylvania portion of the metropolitan area.

This occurs often enough in spite of, not because of, the agency's management, which can't seem to instill a culture of pride and customer service at the agency and spends too much time chasing pipe dreams and not enough on the nuts and bolts of keeping this vast network technologically up to date and in good working order. Perennial funding crises don't help matters any, but they're not the only thing holding SEPTA back from reaching its full potential.
