Quartz Hill is an area in transition. Its closeness to Los Angeles combined with its room for growth and inexpensive land prices make it attractive to urban planners as a place to relocate the urban underclass from Los Angeles. This development is taking place much to the chagrin of current residents.
Water demand for the explosive growth of suburban neighborhoods strains the local resources beyond capacity and frames a divisive political issue between developers and residents who see the water shortage looming on the horizon.
