Hate it or love it, Lynchburg, Virginia. I love the location of Lynchburg being southwest of Richmond, northwest of Roanoke(my least favorite city in Va) and south of Charlottesville.
The climate is to die for. The summers may be a bit too warm for some, however the other 3 seasons are excellent imo. You must understand that Lynchburg is a very rainy city. Most of the people are very friendly, and Lynchburg is also home to the world's largest Christian university, Liberty University.

Hmm by your requests I am just saying by experience, that the only place in Virginia that has what you are looking for would be around Fairfax,Alexandria, or anywhere around Northern Virginia really.
