Within the incorporated city limits on a percentage range, there are 67% residential, 14.7 % commercial, 10.5% public, 6.7% industrial, 4.0 % vacant land and 2.6% miscellaneous land use.

The city is about 97% developed with several high-density, populated areas separated by commercial and public land. Major arterial roads are Bloomfield/Carson, Norwalk/Carson, Pioneer/Carson, and Centralia/Bloomfield.

The road system in Hawaiian Gardens is generally a grid system oriented north south and east west. The City of Hawaiian Gardens is generally located east of the I-605 (San Gabriel Freeway), south of Carson Street; east of Pioneer Boulevard, north of Carson Street; south of Centralia Road, west of Norwalk Boulevard; south of 211th Street, east of Norwalk Boulevard; west of Los Coyotes Creek, north of Carson Street; west of Bloomfield Avenue, south of Carson Street; and north of 226th Street. The city has a total of 15.8 street miles, which of 2.3 miles is Arterial street, 0.3 miles Collector miles on Pioneer Boulevard, a remainder of 3.9 miles collector street, and a total of 9.3 miles on local small surface streets.
