I have lived in Westhaven neighborhood in Portsmouth for 23 yrs. I have
never smelled a paper mill in Portsmouth. I grew up in MA about a mile
from one, so I know what they smell like (ugh). Nothing like that

Consider merger with P-town - 6/13/2006
There's been some talk but no specific decisions have been made yet at least on a local level but the City of Norfolk should welcome the merger with P-Town if proposed. Portsmouth's most prominent neighborhoods are named after Norfolk, "Port Norfolk", "West Norfolk" etc. and the Portsmouth Marine Terminal would get a boost from the Norfolk International Terminal. Portsmouth does offer virgin land in Churchland and tons of vacant lots in midtown ripe for redevelopment.
