It's a matter of opinion

I lived in Tucson for 8 years (four attending U of A). Once you accept the fact that you are living in a college/retriree town it's not so bad. There are no freeways or parkways that run through town so you can expect to spend at least 45 minutes driving from one end to another. The cost of living is decent considering the fact that I now live in San Diego and pay almost twice as much as I did in Tucson and for much less space. (I was paying $455 for a huge 1bd/1ba with storage and a patio in Tucson and now I pay $850 for a studio in a converted hotel.) There is a lot of crime in Tucson but it's mostly in South Tucson and around the university. I am a single female and lived alone all over Tucson. I never felt unsafe and occasionally slept with my patio door open (I had a cat). It's very easy to make friends there and you will never be without a taco shop. There are a lot of social service and small business jobs available. It's not a big city so you won't find a lot of corporate positions.
It's a great place to live if you're single or married without kids. The schools aren't the best unless you live in the foothills where the houses are bigger and most people's names end in MD. Some areas don't begin teaching children to read until the end of first grade.
It's got its good and bad points but I guess it all depends on where you are in your life.
