if you are not military or of ethnic origin this city will watch you die. don't be unfortunate enough to get sick here. If you stop here, you are a resource to be used. If you get sick here you will see the hard side of medical care. They will not help you unless you fork over obscene amounts of money. Drive farther west or east to find help. If you are white this city is not for you. I never thought I would see this kind of behavior in America, my native country, but I am shocked to say Sacramento and more particularly rancho cordova is not a good place to stop or live. move on. It's a pot hole in the road, avoid it or pay the consequences.
