Quiet, fairly safe, economical, but not as international or cultural as many small cities on the east coast.

It depends entirely where you live. The Capital District (CD) is comprised of many towns. Delmar, Loudonville, North Colonie, Niskayuna, Guilderland are all great places to live and very safe. The CD is home to 6 universities and colleges (including doctoral granting institutions such as SUNY Albany, RPI, and SUNY Poly), has a highly educated population, and is culturally very well developed. Moreover, Albany is in easy driving distance (and almost equidistant) of NYC, Boston, and Montreal. If it were not for the long winters, it would be a perfect place to live.

Quiet, laughable, economical?, maybe if you enjoy walking everywhere, and safe?, not according to the record numbers of pedestrians who die each year because of distracted, and overall careless drivers(especially those ignoring traffic lights & signs), not to mention the home burglaries that take place in broad daylight.
