I wouldn't pay much attention to the non-violent crime statistics. Coeur d'Alene police are well-known for having inflationary numbers there. For awhile they were enforcing the "open containers" law by accosting people walking out of stores without having a 6-pack in a bag. The police chief publicly lamented Idaho's Constitutional Carry law, complaining that it reduced his ability to search anyone on a whim for "reasonable suspicion" of bulging a bit under their clothes. A city police officer got startled by a dog in a vehicle and shot wildly into it, thank goodness he only killed the poor dog and not any innocent people who might have been in or near the car. So non-violent crimes are over-reported here in general, it's true. But violent crime has been on a significant increase. Fatal hijackings, armed robberies, gang attacks. These are all massively on the rise. It's incredibly sad. This used to be a nice city.
