This is true. And as a Hillsboro resident for the last 25 years, I can tell you they are generally not accepting of outsiders. You will find residents of Hillsboro will primarily communicate with numerous family members in town or with individuals who attend the same church. If you do not fall into either of these categories, be prepared to be ignored or politely and briefly acknowledged at best.
