City of Paris, Texas - A Heaven for Gangs/criminal

It's a city where the city administration [ City Mayor, Commissioners, City Manager, DA of the County, & Police Dept] -
protects the gangs/ criminals/looters/hackers/stalkers/etc, etc. If the gangs/criminals have got proven records of imprisonment for any criminal ties - that works better for getting easy protection form the administration. It's a safe heaven for them.
If you are one of them you may move here. They need more gangs/criminals in this city.
If you are not one of them - your life will be HELL. The administration will do every thing to make your life hell. And at one point you will be sick - by the continuous and constant harassments perpetrated by the local officials.
The administration is comprised with - wild animals. And they cannot do anything better.
