No crime, quiet corner on the Ohio River
If you work in the medical field, you can find a job easy, most places have hiring bonuses to get people in. Belpre is a dry town, right across the river from Parkersburg WV. Not a bad place to live if you like humid summers. A decent house can be purchased for around $100,000, river recreation, and plenty of hunting.
