That's impossible. The state of Hawaii sets the amount for every student; doesn't matter where they live. It's a set amount. No such thing as 0.

| Cost of living is relative - 7/27/2009
Regarding the cost of living in Pahoa and rural areas around Pahoa, everything is related to what your needs are. Most grow their own veggies, many are off grid, (very low utilities), and live is like permantely camping out. Many homes are cheaply built with no permit.
