Rhode Island is a costly place to live from a variety of standpoints. The tax burden is very high, and the money is used inefficiently (which is being generous). The schools, while having some of the highest expenditures per student in the country, do not perform commensurate to what is spent on them. There is also a very rampant NIMBYism among the residents.
