It sounds like you’re one of the white supremacists that we try to keep out of the city. Topeka is a very nice mid western town. Yes, they have their problems but I would raise my children there again and would even move back there to retire. Until my father died two years ago, I spent a lot of time in and out of Topeka. Houses are very affordable and while there is not a lot of things to do, which is typical in the Midwest, you are close to Kansas City and there’s great nightlife in Lawrence.
