No Police in Hollywood

The City of Hollywood Police Department appears to be anticitizen. Complaints of crime are swept under the rug and eventually "disappear" from the system. Meanwhile, officers are busy covering for each others mistakes. The head of Internal Affairs clearly told me citizens words are meaningless to him, "It is his own people that he believes." Aren't the police PUBLIC servants?
