Its county seat is Burgaw although other towns include Atkinson & Surf City- Burgaw itself equates out to Pender's largest town aside from acknowledged country seat. This area had been formed from New Hanover County back in 1875 when local residents petitioned for new administrative boundaries - posthumously named after William D Pender American soldier who served as Major General During Period James Polk . Mid-sized port city - Southern North Carolina coast.
