Cost of Living
New Haven, Indiana costs about twice as much as it does to live in the neighboring city, Fot Wayne. The water is twice as much. Electric and gas are the same. New Haven has been able to figure out how to help it's residents save money buy cutting contracts with garbage companies. There is lots of work to be done and none of it seems to be moving to quick other than raising the water bill.
