Cindy, I'm sorry you are having a bad experience in St. Paul but there are numerous cultural events that I could point you in the direction of. Festival of Nations is one, Landmark Center, Ordway and the Science Museum host cultural events every year, the Irish Fair on Harriet Island, the German Septoberfest, Cinco De Mayo celebration, Pow Wows, etc...
FYI: the Norwegian society doesn't exist in St. Paul. The Norwegians arrived in the 1800's and although settled initially in the twin cities they later migrated to North central Minnesota where you may still find some older full blooded Norwegians today but as for St. Paul, you won't find anyone who is of full Norwegian descent carrying a Norwegian accent. Actually, implying that someone is Norwegian in the cities is an insult to most Minnesotas because hollywood has associated Norwegian with uneducated in most of their movies ;)
As per your interactions with individuals: people are people. Some are nice, some are not. That is part of being human in todays world. I'm sorry you've had some sour interactions with people in St. Paul but it is best not to judge an entire city of people on your few interactions.
Outdoor activities are for everyone. Hiking, biking (rentals at several St. Paul bike shops), fishing, rollerblading, skiing, sliding, skating, snowboarding, snowshoeing, swimming, rock climbing (indoor climbing gym in E. St. Paul), Winter Carnival, Ice Sculpture Gardens.
