The town of Rochelle, Georgia, is one of the few remaining places in America where a “whites-only” private prom is still a reality.

But the offensive gestures don’t stop there. In a city where white and African-American residents live in separate communities divided by a railroad track, raw sewage is routinely discharged in the streets and yards of the African-American community—but not the white community.

This is not only deeply wrong, it violates the Clean Water Act.

During heavy rains, Rochelle’s outdated sewer system becomes overburdened and raw sewage can flow up through residents’ showers and bathtub drains. These overflows have been happening for decades on the African-American side of town, but not on the white side, where the city has maintained and improved the sewer system.

ROCHELLE is a small rural town located in the central part of south Georgia. The City was chartered in 1889 after the Preston, Lumpkin, and Americus Railroad was completed. Timber was the first major industry of the area as land was cleared in preperation for cultivation of row crops. Cotton and peanuts are the major crops in present day, 2009. The town was laid out in a grid pattern by the firt mayor, Peter Coffee, after he had visited Savannah and August and came to appreciate the plans of the two cities on the Savannah River. In Rochelle the 100 feet wide streets remain today and the trees planted on the right-of-ways are now very big old oaks. The City of Rochelle is the home of prideful citizens who have maintained historic properties, both residential and commercial, so that in 2007 a large area of the town was placed on the National Register of Historic Places.
