I live for 15 years in Decatur and then moved to Florida 6 years ago. I hate Florida and desperately miss the friendly, gentle people in Decatur. It is very quiet with family values but still enough community to keep you from getting too bored. There weren't any bars or nightclubs when I was there and no malls. The people there like it that way. They are very well mannered and generous and helpful. It has a very strong community feel. If you are wanting the nightlife go somewhere else, if you have a family and children and want a place that is safe and conservative this is your place.
