I came across this site by accident and found a description of zip code 20199 as being a city: Dulles in the state of Maryland.
The article asked for information on the location's quality of life.

This amuses me. No such place exists.

20199 is the regional mail center zip code in Sterling, Virginia.
The post office arbitrarily named the center the Dulles regional mail center because it is close to Washington Dulles Airport.

The post office is in Loudoun County, Virginia.
It is not, nor has it ever been a city. It certainly isn't in the state of Maryland.

So, how can we discuss the quality of life in this non-existent city?/

There are many places in Maryland that are still rural and beautiful. The area that I live in is half way between Washington D. C. and Baltimore and is undergoing rapid change.
