Can someone answer some questions about Boise?

What are considered the most desirable areas of Boise to live and why? Are there distinct neighborhoods?

What about weather? The annual rainfall is very low, does it feel very dry like Arizona?

What about health care? Would Boise be considered a good place to retire?
