Town Administration Harasses Newcomers

We moved to this town when I was a child. From the first couple of days, we were constantly getting false citations. Trees that weren't on our property, grass length citations when our grass was in compliance. Once, they stuck a citation on our door that didn't have any violation even checked. Just "here's a citation just because." When I became an adult, I moved away for 20 years. My husband and I just moved back into the house I grew up in. We got cited for grass the first day we were moving stuff in, and our grass was about 6 inches long, while the ordinance says 10 inches. We got cited for grass length, after a week straight of rain every single day, while none of our neighbors, with far longer grass, were cited. Now they're threatening a lien against the house for a citation that we were never given. A town council member came on his own time to gripe at me about a trumpet vine infestation that I'm fighting...while I was literally in the process of spraying them with herbicide. The trumpet vines were rampant before I moved in. It is an extremely invasive plant, and I had to go so far as to contact the Indiana Department of Natural Resources Pathological Plant Division to find answers on how to get rid of them. If you move here, you WILL be harassed by the town administration, even when you're in compliance with town ordinances. Their message is loud and clear: If you haven't lived there for a long time, you are not welcome here.
