ruined by people who don't care

The part of town is ruined by people parking their cars in yards, not taking care of there homes exteriors, has drug-ridden convenient stores and speeding drivers. Oh, did I mention no sidewalks! For a historic district, this side of town can't meet its potential---it's sad. A little too ghetto as well.
