Low Cost of living, but NO JOBS! Commute to Madis

I have lived in Monroe my whole life and there are NO Decent jobs here. I am one of the few lucky ones that have one of them. There are really no jobs in Monroe at all. It seems as though this community is slowly dying. It would be a great place to come and start a business because most of the town wants it. I don't know what holds new companies back from here, but we need it desperatly. But you'd have to commute an hour to Madison to find a decent paying job.
On the positive side the cost of living is low, the crime is low, the education is pretty okay (it used to be great however last year they cut costs and many teaching jobs). Very nice summer weather and horribly cold winters. Monroe is really a great place to raise a family. Good people here for the most part.

Low cost of living? Maybe not. Wisconsin has high property taxes and Monroe even higher for most single family homes. Your property taxes don't include any amenities; you pay for sewer and garbage pickup as well as the services you expect to pay for such as water, electric, gas, etc; Perhaps a case can be made for lower food costs and lower gasoline at the pump. Aside from that, Monroe is a beautiful town and you pay mightily for all that "beauty".
