Upstate New York's economy is depressed. Many people blame that on local government or state governement. But the real problem is the federal tax situation. The fed takes NY's money and gives it away to the South and the Midwest. NY subsidizes the rest of the country, whereas the southern and midwestern states receive more fed tax dollars than they pay. NY is then forced to tax its citizens more in order to make up for the deficit. Upstate NY's economy will turn back around when 1. NYC stops sucking all NY states internal money, and 2. Congress stops taking NY's federal tax dollars and dispersing them to other states.
