Read the overview and disagree

The overview of Oxford seems odd to me as it lists, as part of the cons, areas of urban decay. Not sure how, where or what they were looking at. Oxford was once a farming community which is about as rural as anyplace in the state. Unless you look at the two store fronts for rent, the community fared better than most areas losing very little relative property value during the ongoing housing crash and has managed to retain it's rural appeal.
As with any town, there are issues but "areas of urban decay" isn't one of them.
