What is happening in Plactias?

We are considering moving to Placitas from the Eastern high plains of NM. However, I am wondering why there are almost 10% of the housing for sale. The property values had nosed dived in 2011, and they are still low for the area. Is there a problem with water? I noticed a gravel mine near I-25. Is that expected to expand? If anyone can shed some light on the living/housing situation in Placitas, I would appreciate it.
