Falling into ruin

I have lived in Schenectady for more than two decades, not necessarily by choice up until now. The city looks like it's growing and developing downtown, which is a very small area considering the population size. Only a few blocks. The police are everywhere yet no where. Many areas of the city are becoming blighted, with homeless beggars on every corner at many major intersections, filthy trash-filled streets, and a very noticeable prostitution presence in certain areas. I would not drive through almost any part of Schenectady with my car windows down or people approach you trying to score or sell drugs or panhandle. I plan to move out of this dumpy city asap.
