Not as nice as it seems.

Terril is a very old, polluted (water and air) depressed town; I've lived there for 7 years until we finally sold our house two years ago.
The decline of 5% population mentioned is in actuality closer to 15-20% in the past ten years.
The people are not welcoming of newcomers.
This unwelcome-ness extends not only from it's occupants but even from the Churches and city officials.
However, it is very inexpensive and you can find a house for under 50K. It is centered half way (20 miles) between two larger cities.
As expected, there is a high Methamphetamine, alcohol and domestic abuse problem which attaches it's occupants to a negative stigmatization. There is no police service in this city. (serious crime is very low, however). They do have a decent Internet service.
To sum it up; if you don't have much money, are autonomous, and not in need of Church services it's "OK" (hence the two stars) but, if you can, you and your family would be better off in Estherville, Spencer, Graettinger or Milford.
