Tucson - Needs better infrastructure & water is go

I'm a transplant to Tucson from the Midwest. The climate is a whole lot better. There are good restaurants and shopping and the natural beauty of the place really grows on you. But, there are problems:
-- Traffic is really bad 9 months of the year
-- The streets are in bad shape
-- The city is underserved in medical care. There aren't enough hospitals. The low socio-economic levels of the residents doesn't sustain adequate medical services.
-- Wages are low, yet housing is expensive (unless you come from California!).
-- There's only one significant freeway, and it's on the far west side of the city and does not help much in getting around.
-- The water situation is really scary. I am not confident that anyone has a long-term solution. Population is growing rapidly in this region and there's just not enough water in the Colorado River. It's always dusty (a brown haze in the air).
-- Did I mention that population is growing rapidly? There's already a million people in the metro area and they say we can support another million. Are they crazy?
-- People here are allergic to paying taxes for city/public services. There are too many retirees who don't want to pay their fair share.
-- There are so many transplants from other places, so many students, so many retirees, so many immigrants. There's little sense of community or people who are committed to the long-term welfare/liveablity of the city.
-- The schools are a disgrace. Again, no one wants to pay for them.
