pollution on purpose?

hi!i would just like to know why doesen`t anybody complain about un needed pollution the city government is cousing.what i meen is that the stop lights in tucson don`t last enuogh time for the traffic to move.the longer a vehicle sits stalling the more it is polluting.it seems that at midnight the stop lights timing is longer.and also,there is a ton of intersections without green arrows.what i know is that every gallon a gas station sells the more tax money the city collects,so that means the city doesent care about cousing more pollution on purpose and we are spending more money in feul.no wonder people are so pissed off!
