Best weather in the DC metro area

I have lived in the Shady Side area for 13 years. The contrast of rain and snowfall between the southern part of Anne Arundel County, Washington DC, Fairfax County VA, and the western parts of the DC metro area is striking. Southern Anne Arundel County receives less precipitation, has warmer temperatures in the winter (by 5 degrees), cooler temps in the summer (by 5-10 degrees), fewer snow days, and much better weather than any other part of the DC metro area. We attribute this to the influence of the Chesapeake Bay.
