Why is the water quality rated so low in Camano?

We will likely be moving to Camano in the next year, I was looking at the ratings, why is water rated so low? I am very happy with the air quality rating (coming from Kennewick where I have numerous health issues due to the air there).
Any insight would be much appreciated.
