The tenants are the poor on welfare, the working poor, and college & grad student. The last group cares least in whom they disturb in the building(ie loud music, subwoofers &raucous parties. The structures seem to me to be poory built with no sound proofing betwen the walls or floors. There seem to be an above normal amount of police interventions.
