Good place to retire. Walkable. Young people. Buses. Sidewalks. Feel safe here in Whitehall neighborhood. Plenty to do. Taxes in ny are high,but you get what you pay  More

That's impossible. The state of Hawaii sets the amount for every student; doesn't matter where they live. It's a set amount. No such thing as 0.   More
