Answers (six years later):
We see snow a couple of times in the winter, rarely remains overnight. It is a 'high desert' with not much humidity. These are things you can check/prove on a weather site and some on this site.
The main streets are lit. Very low lights in neighborhoods so you can see stars.
The bugs are subjective, they come and go, not near as bad as back east, but more than Phoenix. I prefer a few bugs to the heat of Phoenix.

Life in the Forest, with All of the Conveniences -
11/17/2021We have lived in Payson for over 5 years and love it. It has two large grocery stores, a Walmart, Home Depot, a dozen thrift/ treasure shops, more local shops than we could ever exhaust. Payson is almost a mile-high so the mountains, trees, views, hikes, parks, and wildlife are all surrounding us. People are mostly friendly, population ~doubles on the summer weekends so we stay home then, but if you like to see more peeps they are out there.
The weather is perfect for us, Denver, CO temps with evergreens so it doesn't get the gray winters... Plus 90 minutes from our family in Phoenix. We eat 95% organic so we take the beautiful scenic highway to visit and shop in Phoenix once a week.
My husband worked in Tempe (Phx metro) for a couple of years with coworkers that drove across town in traffic for over an hour, he enjoyed his commute but they did not.
