Yes, you can live in Redmond, but you will travel highway 97. It's a disaster, busy, but even in off hours there are so many accidents in the news every day. Yesterday someone crossed all 4 lanes, imagine that. Just trying to get from Bend to Redmond and you find yourself in an ambulance. We never know why someone crosses the lanes, but it is almost an everyday occurrence.
Remember, it snows here in the winter and that means your commute is unpredictable. Thought when I first arrived many years ago, that Sisters was where I wanted to be. That was until a co-worker reminded me of the winter commute. I chose to stay in Bend and that was a good plan. Since I've lived in many snowy regions, I am not trying to be unreasonable, just more information for everyone.

I live in Bend and have lived in many desirable places across the country. I love the northwest and the weather. I like the seasons here.
But, I do not like the traffic. The town is not that big and it takes a lot of time and patience to get to the grocery store or post office or even the hospital. There are many accidents on the open roads if you choose to live out of town .You must be hyper-vigilante to drive here.
We do have fires, plenty of winter snow and we will feel the repercussions of the long-awaited earthquake that will hit the coast. Read the article in the NEW YORKER if you want a wake-up call.
Many folks here appear to work more than 1 job to be able to afford to live here. We appear to have a large homeless population.
