Oroville, California is a small city located in the northern part of Butte County. It is the county seat of Butte County and has a population of approximately 19,500 people. Oroville is governed by an elected five-member City Council that meets on a biweekly basis to discuss matters related to city policy and legislation. The current mayor is Chuck Reynolds, who has been Mayor since 2008. The council members are Edie Irby, Lisa Shafer, Jack Berryhill, Sean Morgan and Henry Briscoe Jr., all elected to four-year terms. There are several local political issues that have come before the City Council recently such as zoning regulations for medical cannabis dispensaries, consideration of solar energy projects and support for local business initiatives. The City Council also works closely with local government entities like Butte County Health and Human Services to ensure the welfare of Oroville's citizens.

Here at BestPlaces, we were looking at the voting patterns since the 2000 election and realized that we could express the results of each election as one letter. R if the Republican Party candidate won, D if the Democratic Party candidate won and I if the Independent Party candidate won. The six elections (2000, 2004, 2008, 2012, 2016, 2020) would be expressed as six-letter word (R R D R R).

Then we went a little further and added the dimension of magnitude. If the difference of victory was greater than 10 percent, the letter is upper case, and lower case if the difference was less than 10 percent. This allows us to see interesting voting patterns at just a glance.
