Culture, what's that?

Ask the general Williamsport citizen what culture is, and at least 85% of them will ask you what culture is. If you check out our schools they receive more funding per student than the national average, and the schools' teachers are great, but their is an apparent disregard for education in the area. Why? Because if you are one of the few that go to college and graduate, you move away. The main professional jobs in the area are doctors, teachers, and nurses. If you go to Penn Tech for nursing, you can guarantee yourself a job, doctors don't want to live here because the cost of malpractice insurance is ridiculous, and as far as teaching jobs...the area is virtually impossible to land a job. Teaching is like nursing in almost every state except PA because we have a college or two in every little city, and half of them graduate as teachers.
The schools cannot reflect what parents don't help with. If the average parent doesn't have an education than the student is already at a disadvantage. The population ranges from redneck to gangsters, and no they don't live in harmony.
Culture is not an issue in this area because most wouldn't appreciate it...they do love to drink their beers from a mason jar and go to a stupid mardis gras knock-off to show their assets that most wouldn't want to see anyway.
