Not enough police for all city

My family and I moved to Bakersfield in '05, that has turned out to be the biggest mistake of my life. Within the first year of our move our home was broken in to. I waited outside of my house for the police to come, thinking they would come within the hour, I was mistaken. It took the police 11 hours to respond. After that we moved to a better side of town, again we were robbed, that time they only took the TV and stereo. Again I called the police, but since I only called them once they came the next day and it was not even a police man it was a technician to take a statement. My brother-in-law had his Semi truck stolen, my sister has had 2 car stereos taken and in each incidence the police always say that the probability of recovery is practically non exsistent. I will say this though, if you can afford the half million dollar homes in Seven Oaks or the like, police do show up faster in those areas.
