I've lived in this area my entire 49 years and have heard the same basic weather report for about 90% of it. It goes something like this:
Night and morning low fog and clouds clearing to the 70s (winter, fall, spring)and to the 80s (summer). Yes it has caused difficulty with drought in years past it isn't a consistent problem but can be serious when it does occur.
