crowded with suspicious smell

For the past thirty years it has become more dense and crowded. Along the periphery there is a pond/sewer/lake that constantly stinks when driving by on Washington Blvd and in the main street with the restaurants. They clean it up from time to time and it has birds and ducks sometimes, but then it always goes back to the really smelly mess that it usually is for over thirty years. I don't know what it is or why it cannot be cleaned up. Does any one else know? The views of the boats are wonderful from the top floors of the apartments. There was a developer that came out from New York and he has caused rents to rise horrifically in the past ten years. We are getting horribly over-developed.
