What is the cost of living?

I live in Northeastern PA and my husband and I are considering moving to North Carolina. He will be transferring with his company, Verizon, he's a technician.
We have 2 kids age 2 & 3.
We're looking for a safe neighborhood. Close to schools, parks, etc. Not a busy city life.
How are the schools here? I hear Cary schools are great but we would be a minority. We're not racist in anyway, just wouldn't want to be a minority.
I could use all the advise I can get.
We're planning on a visit sometime soon.
