Most jobs in Raleigh are medical-related, high tech, pharmceutical, etc. I believe with solid billing experience you would not have a problem. Water is fine - city tests at my house often as part of their quality control & sends reports. I was just picked randomly. Our house is 1,850 sq ft & someone is home all the time, so AC or Heat, Lights always on. Gas/Elect together average $200 a month, water $35-40. Food is a bit more expensive than Atlanta where we visit Mom often. Also NC has higher gasoline tax, although not as high as some states, gasoline is higher than other southern states. State income tax is 7%, no local income tax. Property tax in Wake County about 10% of home value. Great schools, affordable housing. A lot of growth in the area, which will be a problem without better planning. No good public transportation (bus, train). Still, I love it. Safe, friendly. Great weather.
