You're right for the most part. But a big part of that really does depend on where you live. I live on the west side and that area is a bit better than say on the east side or downtown. Having a garage for example, will go along way towards keeping your car safe. Living higher up will eliminate a lot of those folks who ride bikes. They don't like to ride up hill and same is true for those people who push grocery carts. So there are things you can do to not be subjected to some of the negative things you mentioned. But the problem still does exist here. The main reason for that is that we have some local charities that just keep on giving out all the things that the homeless want and need. They give them free sleeping bags and tents. There is free food and more.
