Listen, Redding may not be much of a town in your view. Admittedly, the homeless population is an obvious problem. But after living here for 5 years my take is it's not because of Bethel Church. Those folks have a reputation for supporting the city both with financial gifts and sweat equity. Are they politically conservative? Sure.
IMO, that Redding isn't all it could be is more owing to the economy. Redding does not benefit from a wealthy population or big businesses to drive tax revenues. Still, the amenities it does have (Sundial Bridge, Sacramento River, Turtle Bay, Arboretum, River trail, Whiskeytown National Recreation Area, etc.) do set it apart. As far as the arts, it does a decent job given its small population and that it isn't a college/university town.
