Can't find a decent house to buy

I recently moved back to the SF Bay area, after living in Arizona for 15 yrs. I'm currently trying to buy a house in the East Bay area, north of Oakland and/or Richmond. I'm finding it nearly impossible to find anything half way nice in a decent neighborhood for under $250,000. Welcome to California!
