Roseville, California

Roseville is an very nice small/medium sized city; a suburb of Sacramento, which is not (a nice city). Sacramento is a toilet.
Roseville is clean, moderately conservative, with good schools, "All-American" neighborhoods, and a terrific major mall (The Galleria).
While the local county taxes are ONLY 7.5% (not bad, for California), combine it with the rest of the state's taxes and it is an expensive place to live.
Other posters have talked about how close the area is to San Francisco and Lake Tahoe but, one has to like the place they call home more than it's proximity to other places they don't call home. Make sense?
Not a lot of jobs; California is not a place that is business friendly. It's common knowledge, if California didn't have Silicone Valley in the north, and Hollywood in the south it, metaphorically, would be bankrupt by now.
I'd move out of this state if I could convince my wife.
